About 1% of the spending. =A0 Talk radio had a great time beating down some of the few "liberal" ideas in= the proposal.=A0=A0 So why did the administration let some of the projects= in the package.=A0 Was it planned that they would draw fire and therefore = they would take them out as part of the negotiation?
